  • Relief and Development for Vulnerable (RDV) is a non-governmental, non-profit making, non-political and non-religious Civil Society Organization (CSO), initiated by multidisciplinary pastoral background youth, committed to contribute to living condition of marginalized, vulnerable and fragile part of pastoral community.  RDV is registered under the Ethiopian civil society charity organization number 11/10/2016. RDV mission is to ensure that pastoral communities have sustainable livelihood, access to basic services, healthy and prosperous pastoral and agro pastoral societies in Somali region through provision of basic service, income generation and social empowerment, for all vulnerable groups (particularly women, children and disabled) living in the Somali Region of Ethiopia.
  • Somali region is highly vulnerable to climatic shocks and is one of the most drought-prone regions of Ethiopia, and the severe drought that began in late 2020 has continued into 2023 with the passing of five poor to failed rainy seasons. As per the recent Food Security Monitoring System (FSMS) assessment, an estimated 2.2 million people are targeted for humanitarian response in drought-affected areas (composed of severely food insecure and moderately food insecure people depending on food assistance as the main food source. RDV in partnership with International Solidarity Foundation (ISF) is planning to implement livelihood project integrated with GBV in Somali region and is actively seeking competent project officer for the implementation of planned activities.
  •  Job Purpose: –
  • Under close supervision of Livelihood coordinator, the livelihood officer will be responsible for the project implementation at woreda level in accordance with the RDV and ISF strategies.
  • Specific Tasks and Responsibilities
  • ·          Provide technical support in the Design, implementation, monitoring and evaluation of the RDV livelihood activities.
  • ·          Design and coordinate baseline surveys, market assessments, conduct feasibility studies and Identify Livelihood opportunities in relationship with the  ISF Program and supervise the smooth start up and running of selected livelihood activities.
  • ·          Provide technical direction, leadership and training to the livelihoods beneficiaries on climate smart agriculture, business planning, income generation, group savings and loans, revolving funds, vocational skills training and strengthening of small scale businesses for the beneficiaries to enhance their self reliance.
  • ·          Participating in proposals development and budgeting for new projects in accordance with the provided guidelines and standards
  • ·          Responsible for overseeing implementation of livelihood project activities in accordance with approved time schedules, budgets.
  • ·          Responsible for promoting and facilitating vulnerable community participation in business planning, cooperative works and post course activities.
  • ·          Responsible for strengthening synergies of the RDV/ISF Core Competences with regards to Livelihoods.
  • ·          Represent RDV in Livelihood Sector and Cluster meetings in the Camps and where relevant in other locations.
  • ·          Participate in the tracer study of all RDV livelihood beneficiaries.
  • ·          Perform any other duties and responsibilities assigned by the supervisor or designate.
  • Job Requirements
  • Required Minimum Qualifications, Experience and Skills:
  • ·          University degree in  Agriculture, Community Development or other related field
  • ·          Minimum of 5-years’ working experience with humanitarian program in the fields of livelihoods
  • ·          Excellent command of the most common methodologies to identify, assess and monitor livelihood activities, with proven record of achievements.
  • ·          Experience with Household Economy Approach (HEA) and the RDV/ISF Approach will be an added advantage.
  • ·          Excellent interpersonal, written and verbal communication skills 
  • ·          Strong analysis skills (qualitative and qualitative)
  • ·          Strong cultural awareness and sensitivity
  • ·         Fluent in Somali and English
  • ·          Good understanding of complex emergencies and crisis contexts
  • ·          Flexible and creative
  • ·          Strong organizational and logistical skills
  • ·          Goal oriented with ability to work under pressure, independently and with limited supervision.
  • ·          Ability and willingness to work and live in challenging conditions
  • ·          Excellent computer Skills.
